In February of 2014, co-chairs of the Greater Toronto Marketing Alliance (GTMA), Mayor Dave Ryan, City of Pickering, and John Tory, past Chair, CivicAction, gathered to call for business and all levels of government to embark on a properly funded regional team effort to pursue and attract potential investment and jobs to the Greater Toronto Area. On February 10, 2014 they released the Roadmap to Revitalization, the first-ever report on the state of foreign direct investment attraction and cooperation in the Greater Toronto Area (GTA).

In 2014, the GTA needed to understand how it compared to regions like Greater London (U.K.) and the Greater Montreal Area as it relates to foreign direct investment and the role it could play in our economic growth.
